The two Chinese Dragons, "Yin" and "Yang", are here depicted as "Yah" and "Vah", the Male and Female aspects of the Hebrew Deity, YHVH.  The dragons continually chase and devour one another, only to become the other in the process.  This is the universal resurrection motif, in one of its many forms.  (The rise of the Phoenix is another.)  The root syllables "Yah" and "Vah" are taken from the Hebrew verbs: "Hayah": "to be", and "Havah": "to become", and together form the Tetragrammaton, God's Old Testament personal Name.  The central character: "Shin" is the Hebrew equivalent of the Chinese: "Chi".  Taken altogether, the characters spell out YHSHVH: "Yahshvah"; the formal rendering of our Savior's ancient Name in modern Hebrew lettering.
